Illustrator Change Guide Position. Make sure the menu item view → guides → lock guides is not active. You can position ruler guides with numerical accuracy.

Make sure that lock guides is not enabled in the view menu and also make sure that it’s not turned on in the layer options (double click on the layer). Make sure the menu item view → guides → lock guides is not active. Drag the guide into position.
